Six Bylaw changes were passed at the Convention. Two bylaw books will be sent to all lodges and one to each delegate after they are printed with these changes. These Bylaws now read:

Article II Membership Insurance, Section 3, (b) Social Members (Removed the following sentence: New social members will no longer be admitted unless there are extenuating circumstances with the approval of the Board. Social members shall have no voice or vote in Association corporate or insurance affairs, nor shall they be eligible for election as Lodge Officers or Delegates or to vote in elections thereof. They may be appointed to social committees within the Lodge. Replace with the following italicized sentence.

Social Members – a person age 16 or more who has been accepted and approved in accordance with eligibility rules as determined by Board of Directors. Social members may participate in all lodge functions but shall have no voice or vote in Association corporate or insurance affairs, nor shall they be eligible for election as Lodge Officers or Delegates or vote in elections thereof. They shall not be eligible to receive members benefits provided to members owning Western Fraternal Life insurance products. They may be appointed and serve as leaders of social committees within the Lodge. Social members may change membership type at a later date.”

Article II Membership Insurance Section 6) Beneficiaries (a) (Remove the following wording: …provided that should such predeceased beneficiary be a child of the member, that portion of the benefit designated to such predeceased beneficiary shall be paid to their surviving child or children, if any, share and share alike. Replace and add the following italicized sentence.

…the beneficiary or beneficiaries shall be designated in every certificate. Contingent or alternate beneficiaries may be named. In the event that two or more beneficiaries are designated and one or more thereof predecease the member, or perish in the same disaster with them, and there is no evidence as to which died first, or if one or more of the designated beneficiaries are unauthorized or disqualified by law or by these Bylaws to receive the benefits, and no new designations have been duly made by the member in the manner provided by these Bylaws, then the portion of benefits made payable to such predeceased or unauthorized or disqualified beneficiary shall be paid to the surviving beneficiary or beneficiaries, share and share alike.

Article VI Convention Section 31) (Change the following sentence to read 2 delegates under the age of 45. The following italicized sentence reflects the change.

Each lodge will be granted 2 additional delegates if those additional delegates are age 45 or under at the time of election.

Article VII Pre-Convention Committee, Section 43, (a) (Changed date from April 1st to January 1st.)

For amendment or change in Articles and Bylaws. Bylaw changes or amendments must be submitted to the Pre-Convention Committee by January 1st of the Convention year.
Article VII Pre-Convention Committee, Section 46, (a) (Removed sentence: No Lodge shall have more than one pre-convention committee member. Replaced with the following italicized sentence.

A Lodge in any district may have more than one pre-convention member elected only where there are no members of other lodges in that district that are willing or able to be elected to the pre-convention committee.

Article VII Pre-Convention Committee, Section 46, (e) (Removed the sentence: The first shall not be more than 12 months nor less than 6 months before the opening day of the convention. Replaced it with the following italicized sentence.

The first meeting shall be after January 1st in year of the convention.

Board of Directors Resolution

After the by-law changes were voted on, the following resolution was brought to the floor and passed.

The Board of Directs moves the Convention to charge the Board of Directors to further research and gather information about the direct election and governance structure and to bring recommendations back to the delegates.
